Underage Recruits Used in Arson and Sabotage Plot

According to Главком: Ukraine’s Security Service (SBU) has broken up a spy network tied to the Russian Federation’s Main Intelligence Directorate (GRU) operating in Odesa. A career officer of Russian military intelligence, Artem Shmul, was responsible for recruiting minors to carry out terrorist attacks and acts of sabotage. In May 2024, law enforcement detained four operatives as they attempted to set military vehicles on fire.

The SBU documented crimes committed by Artem Shmul, who was identified as a serving GRU officer. Investigators uncovered four agents in the act of trying to torch two military vehicles in Odesa. Those recruited were local residents aged 13 to 18. The teenagers had been using Telegram channels to look for easy money, which is how the recruiters found them.

Crimes and Legal Consequences

According to the investigation, the youths destroyed a cargo truck belonging to Ukraine’s National Guard and set fire to a relay cabinet on a critical stretch of railway track. They also recorded their actions on mobile phone cameras and sent the footage to Artem Shmul. Authorities seized smartphones containing evidence of communication with the GRU.

The perpetrators face charges under Ukraine’s Criminal Code, specifically:

  • Part 2 of Article 28, Part 2 of Article 15, and Part 2 of Article 113 – sabotage committed by a group acting on prior conspiracy under martial law;
  • Part 2 of Article 15 and Part 2 of Article 258 – completed attempt to commit a terrorist act;
  • Part 2 of Article 258-5 – financing of terrorism;
  • Part 3 of Article 27 and Part 2 of Article 258 – organization of a terrorist act.

Artem Shmul has been charged in absentia. The investigation continues, with authorities taking steps to prevent similar crimes in the future.
