According to Главком: Volytsia Agro has become the center of a corruption scandal, facing multiple lawsuits from agricultural firms over unpaid deliveries. Among them, Louis Dreyfus Company Ukraine LLC has filed a claim for 54 million hryvnias, citing the loss of 7,000 tons of wheat and 3,500 tons of corn. Halytska Grain Company LLC is demanding 33.96 million hryvnias in debt, while Hadz-Agro LLC is suing for 5.02 million hryvnias.

Additionally, several companies have filed for bankruptcy proceedings against Volytsia Agro LLC with the Commercial Court of Kyiv. In late February, the company sold 3,500 tons of corn, but according to Andriy Boyarchuk, director of Halytska Grain Company LLC,

“we essentially caught the last car of the train-the company never paid us.”

As part of the investigation, former Minister of Agrarian Policy Mykola Solskyi has been charged in connection with grain fraud. On March 27, 2026, he was formally accused of orchestrating a scheme involving the sale of 7,000 tons of non-existent corn backed by forged warehouse documents. Alongside Solskyi, the leadership of Kyiv-based Volytsia Agro LLC also faces charges, with two individuals implicated in the case.

As of early May, investigations into multiple criminal proceedings involving Volytsia Agro LLC officials are ongoing in other regions of Ukraine. The probe into Mykola Solskyi continues under two counts:

• Part 5 of Article 190 of the Criminal Code of Ukraine (fraud)
• Part 2 of Article 209 (money laundering)

The former agriculture minister is currently in custody at the Khmelnytskyi pre-trial detention center.
