How much does it cost to privatize housing in Ukraine in 2026
Privatization of housing in Ukraine in 2026 remains in effect, although it is difficult to call it completely free. The transfer of apartments or houses into ownership still follows the old rules but is accompanied by mandatory payments and possible surcharges for exceeding the established area. The law allows for the free privatization of housing from communal property if its area does not exceed the established norms. At the same time, the process of оформления documents almost always requires additional costs, and the final amount depends on the region, the state of the papers, and the characteristics of the object.
How much does housing privatization cost: norms and surcharges
Housing can be privatized without a surcharge if the area does not exceed 21 sq. m per resident plus 10 sq. m for the family. These norms apply to apartments, houses, and rooms in dormitories that are in communal ownership.
If the area exceeds the established limit, the owner will have to pay extra for the 'excess' square meters. The amount of the surcharge is not fixed and is determined based on the assessment of the housing, location, and local rates. In small towns, the amount may be insignificant, while in large settlements, it significantly increases the total costs.
Mandatory costs
Even with compliance with the norms, basic payments are provided, including:
- state registration of property rights – about 300 UAH;
- preparation or updating of technical passports – from 2,000 to 4,500 UAH;
- notary services if needed – on average 1,000–2,000 UAH;
- obtaining certificates and extracts from registers.
In simple cases, when the documents are in order and there is no excess area, the total cost of privatizing an apartment usually amounts to 3,000–5,000 UAH. Under more complex conditions, the amount rises to 6,000–8,000 UAH. If the area significantly exceeds the norm or the owner hires lawyers for 'turnkey' support, costs can start from 12,000 UAH and above.
Separately, it is worth considering the privatization of residential houses. In 2026, it is usually more expensive than the оформлення of apartments and can cost from 7,000 to 20,000 UAH depending on the region and the state of the documents.
Earlier, the Ministry of Veterans Affairs announced that combat veterans (UBD) are given the opportunity to obtain an apartment for free or receive a monetary compensation. To do this, certain requirements must be met, necessary documents collected, and registered in the queue for housing.
