According to ХВИЛЯ: Residents of apartment buildings in Ukraine are increasingly considering the installation of solar panels. While mounting panels on a balcony involves minimal bureaucracy, installing them on a building's facade encounters a series of regulatory hurdles. According to Oleg Popenko, head of the Union of Consumers of Utility Services, facade installations require consent from neighbors, a general meeting of residents, and permits from the regional power company (oblenergo).

Popenko noted that for balconies, 'go ahead and install them, there are no problems.'

However, mounting panels on the building's exterior demands compliance with several formal procedures. Placing equipment inside a loggia or on an unglazed balcony to charge portable power stations does not require external approvals, making this a more accessible option for residents. This trend reflects a growing desire for energy independence amid ongoing instability.

The Drive for Energy Autonomy

Experts believe Ukraine's electricity deficit will persist for a long time.

'Power outages will continue for at least several more years. That's a minimum, without considering shelling. If there is shelling, it could be all five years. You need to be prepared for this,' Popenko remarked.

Given the potential duration of blackouts, achieving a degree of personal energy autonomy has become a pressing issue for many households.

Nevertheless, this pursuit of self-sufficiency can lead to social conflicts among neighbors. The expert warned, 'someone might throw a stone through your window and break your panel. You need to think through a procedure to somehow live in a building with reasonable neighbors.' Real cases of conflict have already emerged in Kyiv over residents consuming resources while bypassing shared community problems.

Therefore, installing solar panels in multi-story buildings can be a beneficial solution for improving energy independence, but it requires careful planning and consideration of potential social risks. Alongside the economic advantages, residents must be prepared for challenges related to community interaction, which can significantly impact the success of such projects.
