Operation 'Rubicon'

According to Главком: Law enforcement agencies have successfully concluded a major international sting, codenamed 'Operation Rubicon,' targeting organized crime groups involved in the manufacture and distribution of synthetic drugs. This coordinated effort spanned Ukraine, Poland, and Moldova, leading to the exposure of four organized groups and one criminal organization. The operation resulted in the dismantling of production labs and storage facilities, alongside the seizure of vast quantities of narcotics, precursor chemicals, and illicit assets. Such cross-border cooperation is crucial for tackling the increasingly globalized nature of the synthetic drug trade.

Searches and Seizures

As part of the operation, authorities conducted more than 500 searches across 21 regions of Ukraine, including the capital and 19 oblasts. Specifically, searches were carried out in:

Authorities shut down 34 drug laboratories and 74 storage facilities, seizing the following:

  • 220 kg of alpha-PVP
  • 156 kg of amphetamine
  • 17.6 kg of mephedrone
  • 7 kg of methamphetamine
  • 47 kg of cannabis
  • 7,000 MDMA pills
  • 46.6 kg and 284 liters of phenylnitropropene
  • over 20 tons of precursor chemicals

The combined monthly production capacity of the dismantled network exceeded 700 kg of narcotics, with estimated profits surpassing 400 million Ukrainian hryvnias. Members of two groups coordinated activities in Poland, establishing trafficking routes into Ukraine and Moldova, while another group was responsible for supplying precursor chemicals to laboratories in both Ukraine and Poland.

The network utilized over 70 storage sites and marketed its products through online marketplaces, forums, chat rooms, and messaging apps. Payments were accepted via cryptocurrency wallets, and deliveries were made through logistics companies and dead drops.

The total volume of seized drugs exceeds 27 million individual doses, with an estimated black-market value of approximately 400 million hryvnias. Polish and Moldovan law enforcement conducted synchronized phases of the operation, resulting in the detention of 6 individuals in Poland and a courier carrying Ukrainian-made drugs in Moldova. In Ukraine, 97 individuals were detained under Article 208 of the Criminal Procedure Code, and 123 have been formally notified of suspicion. Those convicted face up to 12 years of imprisonment with confiscation of property.

Operation 'Rubicon' marks a significant step in combating organized crime involved in the international manufacture and distribution of narcotics. The sheer scale of the seized drugs and the number of detained network participants underscore the determined efforts of law enforcement not only in Ukraine but on an international level. Operations of this magnitude have the potential to significantly disrupt drug availability in the regional market and hinder the operations of transnational drug traffickers.
