According to Главком: The United States has issued a temporary license permitting the sale of Russian crude oil and petroleum products that were already loaded onto tankers at sea before March 12. This authorization, which aims to stabilize global energy markets, will remain in effect until 11:59 PM Washington, D.C. time on April 11. This move is designed to prevent further disruption to energy supplies already in transit.

U.S. Treasury Secretary Scott Bessent described the measure as

“a narrow, short-term action that applies only to oil already in transit”

. According to analyst estimates, Russia could receive up to an additional $150 million per day in budget revenues due to rising oil prices, even with these sanctions in place.

U.S. Strategic Petroleum Reserve Plans

In a separate but related action, the United States plans to release 172 million barrels of oil from its Strategic Petroleum Reserve. The supply of this volume to the market will take place over approximately 120 days. U.S. President Donald Trump has authorized the release to begin next week, a step also intended to bolster energy stability.

These U.S. steps reflect a concerted effort to stabilize world energy markets, which have experienced significant volatility due to recent geopolitical events. The temporary license for Russian oil may help some nations avoid immediate energy shortages, yet it also highlights the complex interdependencies in global energy relations.
