According to Главком: The Ukrainian company Stetman plans to build its own satellite constellation in low Earth orbit to provide communications for military and critical infrastructure. A test satellite is scheduled for launch in October 2026, with the full deployment of a network of 360 satellites set to begin in 2027. The project is funded through private investment and European loans. This initiative represents a significant push for technological sovereignty in a nation actively defending itself.

Stetman, which was registered in 2023, supplies satellite communications equipment to the military, police, rescue services, medical teams, and other government agencies. The company's product line includes approximately 30 different solutions, such as:

  • standard Starlink terminals,
  • a modified version called Starmod, adapted for military use and hardened against electronic warfare,
  • and UASAT Geo satellite terminals, which operate via the Hughes Jupiter satellite in geostationary orbit.

Technical Details and Funding

The satellite constellation is planned for an altitude of approximately 550 kilometers. An agreement has been reached with SpaceX to launch the test satellite. Full network deployment is expected to take about three years, with the final grouping potentially consisting of around 360 satellites. Manufacturing and launching a single satellite costs several million euros, with experts estimating the price per unit at approximately $2-3 million USD. A Falcon 9 rocket launch is estimated to cost around $60-70 million USD.

“The project involves launching a network of satellites that will operate in low Earth orbit,” noted Dmytro Stetsenko.

Thus, Stetman is taking a substantial step in developing satellite technology within Ukraine, which is critically important for ensuring communications in vital sectors.

The creation of the Stetman satellite constellation could significantly improve Ukraine's communications infrastructure, especially for its military and essential services.
