Electricity Tariffs in Ukraine

According to ХВИЛЯ: The Ukrainian government has extended the household electricity tariff of 4.32 hryvnias per kilowatt-hour until March 1, 2026. This price, maintained under government decree No. 632, was originally set to expire on April 30, 2026, and will be delivered through the Public Service Obligations (PSO) mechanism. This price freeze is a significant measure to shield households from financial pressure during a period of economic uncertainty.

Forecast for Future Tariff Increases

Despite the current freeze, the Ministry of Economy predicts a potential staged price increase of 10-20% in 2026, which would raise the rate to a range of 4.75 to 5.18 hryvnias per kWh. Subsequent years are forecast to see further rises, with projected prices of:

  • 5.22-6.2 hryvnias per kWh in 2027;
  • 5.7-7.44 hryvnias per kWh in 2028.

However, First Deputy Prime Minister Yulia Svyrydenko has stated,

"A tariff increase for the population is not currently under consideration."

This indicates that tariff policy will remain a contentious and critical issue in the coming years, balancing economic realities with consumer needs. The long-term sustainability of the current low rate is a key question for policymakers.

Extending the fixed electricity rate is a crucial step for stabilizing household budgets. Yet, the official forecasts for future price hikes point to potential challenges consumers may face in the medium term. It remains to be seen how the government will adapt its energy policy to shifting economic conditions and the welfare of its citizens.
