Winter Aid Delayed: Tens of Thousands in Ukraine Await 6,500 Hryvnia Payment
Payment Delays in the 'Warm Winter' Program
According to ХВИЛЯ: Tens of thousands of Ukrainians have not yet received a state aid payment of 6,500 hryvnias under the 'Warm Winter' program. Prime Minister Yulia Svyrydenko has stated that the debts to citizens will be settled in March. The disruption has affected 50,721 recipients who submitted their applications at the end of 2025.
The primary reasons for the delay were the planned end of the budget year and the technical closure of accounts. The funds have already been allocated in the budget, and Ukraine's Pension Fund confirmed the issue back in mid-February. The agency required additional time to make changes to its regulatory documents. The 'Warm Winter' program has a total fund of 4.3 billion hryvnias and is designed for 410,000 of the most vulnerable citizens. This one-time payment of 6,500 hryvnias can be spent within a six-month period.
Who is Eligible for the Aid
Those eligible to receive the assistance include:
- Children with internally displaced person (IDP) status
- Children from low-income families
- Children with disabilities
- Orphans and children in family-type children's homes
- First-group disabled persons among the displaced population
- Single pensioners receiving a care allowance
The money can be used to purchase clothing, footwear, medicine, pay for transport, and buy essential goods.
"The payments will be made in full," emphasized Yulia Svyrydenko.
The government hopes to resolve this situation soon to support the most vulnerable segments of the population. This program is a critical part of Ukraine's social safety net, especially during the challenging winter months.
