GUR Exposes List: One-Third of Russian Su-34 Suppliers Evade Western Sanctions

One third of Su-34 manufacturers avoiding sanctions
“Щоб обійти західні санкції, третина постачальників російських Су-34 залишаються поза контролем.”

The Supply Chain Behind the Su-34

According to Главком: The Main Directorate of Intelligence (GUR) has published a list of 79 enterprises involved in manufacturing the Su-34 fighter-bomber and its key components. According to the GUR, nearly one-third of these Russian companies are not subject to any sanctions from Western coalition countries. This revelation highlights a significant vulnerability in the sanctions regime intended to cripple Russia's military-industrial complex.

The GUR's data indicates that about a third of the 79 listed firms face no restrictions from the sanctions coalition. This situation potentially allows for the continued production of these aircraft, which serve as the primary launch platforms for guided aerial bombs equipped with Universal Gliding and Correction Modules (UGCM) and Unified Interspecific Gliding Munitions (UIGM).

"The Russian multirole Su-34 fighter-bomber is the main carrier of guided aerial bombs with UGCM and UIGM. These are among the enemy's primary means for striking ground targets at tactical and operational depths," the report stated.

Key companies identified in the Su-34 production network include:

  • JSC Navigator, which manufactures the onboard equipment for the RSBN-85V short-range radio navigation system and other components of the Su-34's navigation system;
  • JSC Kotlin-Novator, responsible for repairing antennas for the aircraft's onboard radar station;
  • LLC TD Corporation VSMPO-AVISMA, a supplier of titanium alloy products;
  • JSC OKB Zenith, the producer of the Su-34's onboard power supply systems.

The GUR continues its systematic work of collecting and disseminating intelligence on the means Russia uses in its war. Previously, the agency published detailed data on 31 vessels of the so-called 'shadow fleet' on the War&Sanctions portal. This persistent effort underscores the ongoing challenge of enforcing sanctions against a determined adversary.

This information underscores the critical importance of monitoring sanctions enforcement and their effectiveness in constraining Russia's military capabilities. The identification of enterprises that can continue producing military hardware without restrictions calls into question the results of the imposed measures and points to potential gaps in international oversight. Simultaneously, the GUR's active data collection on Russian military resources can aid in forming a more effective strategy to counter aggression and reduce military threats from Russia.

As the GUR continues to unveil critical insights into Russia's military capabilities, it is essential to understand the broader implications of these findings. In a related report, Ukraine's intelligence agency has disclosed details about unsanctioned Russian helicopter manufacturing plants that are also supporting military operations. This information underscores the need for a comprehensive analysis of how these enterprises contribute to Russia's ongoing military efforts.
