Kyiv Draft Office Employee Suspected of Illegally Tampering with Military Registry
Official at Kyiv District Draft Center Under Investigation
According to Главком: A female official at a Kyiv district Territorial Center for Recruitment and Social Support (TCC and SP) is suspected of unlawfully accessing the Unified State Register of Conscripts, Military Personnel, and Reservists. She has been formally notified of suspicion under Part 5 of Article 361 of Ukraine's Criminal Code, which carries a potential penalty of up to 15 years in prison. This case highlights ongoing efforts to combat corruption within Ukraine's military administration during the war.
The suspect, who worked as an operator at one of Kyiv's district TCC and SP offices, was served the notice by the Specialized Defense Prosecutor's Office of the Central Region in cooperation with the Kyiv Territorial Directorate of the State Bureau of Investigation. According to the investigation, the official used her personal electronic access key to repeatedly enter false information into the service records of individuals liable for military service without any legal basis.
Details of the Alleged Offenses
Specifically, in July 2024, the suspect altered the personal and service data of a person liable for service who had not personally contacted the draft office. Investigators also documented a separate instance where she illegally registered another individual and entered false information about a deferment. The sanctions of the relevant article stipulate imprisonment for 10 to 15 years, with a possible ban on holding certain positions for up to 3 years.
A pre-trial restraint measure has already been applied to the suspect. The prosecutor's office states that her actions resulted in false data being entered into the Unified State Register, creating conditions for certain individuals to evade their military duty during martial law. The integrity of the mobilization system is a matter of critical public trust and national security for Ukraine.
This incident underscores the gravity of offenses involving manipulation of military registries, particularly under the conditions of martial law in Ukraine.
Entering false data into the register can have serious consequences for the country's defense capabilities. Cases of this nature risk undermining public confidence in the mobilization system and the fulfillment of military duty, which is critically important under current security conditions.
