According to Главком: A 49-year-old man has been detained in Kyiv on suspicion of selling fake documents to help men of conscription age illegally leave the country. The investigation centers on abuse of influence and facilitating unlawful border crossings. According to law enforcement, the suspect offered to forge a contract for caring for a person with mental disorders, which would grant the buyer a guardian status and an exemption. The price for this illegal service was set at $6,000.

The suspect received payments in installments to his bank card, with the final transaction amounting to 170,000 Ukrainian hryvnias. He now faces a potential prison sentence of 7 to 9 years with property confiscation. A court has ordered him held in custody with the option of release on bail, which was set at 454,200 hryvnias. This case highlights ongoing challenges with corruption and evasion as Ukraine continues its defense against the Russian invasion.

Wider Issues with Military Conscription Controls

By March 2026, Ukraine's parliament, the Verkhovna Rada, has emphasized the need to combat draft evasion and soldiers leaving their units without authorization.
