Speech by Kyrylo Budanov at the 'We Will Stand' Forum

According to ХВИЛЯ: The head of the Main Intelligence Directorate of Ukraine, Kyrylo Budanov, stated during the 'We Will Stand' forum that Ukraine's strikes on Russian energy infrastructure are causing the Russian Federation greater financial losses than international sanctions. He emphasized that the impacts on Russia's oil refining industry are 18%, 20%, and 21%. According to him, these figures do not entirely accurately reflect the real impact of the attacks on the aggressor country's economy.

Budanov also expressed the view that the modern world has undergone significant changes.

“The old world is destroyed, it has fallen, it no longer exists”

– he noted, highlighting the importance of new approaches in international relations and the economy. In this regard, he pointed out the necessity of conducting secret negotiations, particularly in Abu Dhabi, which he believes are important for the future of the region.

Relevance of the Budapest Memorandum

Moreover, it is worth noting that the Budapest Memorandum, signed at the moment when Ukraine renounced nuclear weapons in exchange for security guarantees, remains relevant in the context of discussing international obligations. The anniversary of the signing of this document is celebrated annually, reminding of the importance of international cooperation in ensuring security.

Budanov's statements during the 'We Will Stand' forum indicate that the situation in the energy and economy sector of the Russian Federation remains complex, and the continuation of attacks on its infrastructure could lead to even greater financial losses for the aggressor country.
