Ukraine-Hungary Oil Transit Conflict

According to ХВИЛЯ: Hungary is currently blocking a €90 billion European Union loan package for Ukraine. The move is linked to a dispute over the transit of Russian oil via the 'Druzhba' (Friendship) pipeline. Ukrainian President Volodymyr Zelenskyy and Hungarian Prime Minister Viktor Orbán have exchanged public statements on the issue, with Hungary demanding the restoration of oil transit. However, Ukraine plans to halt oil transit via the Ukrainian section of the Druzhba pipeline by the end of January 2026.

Ukraine cites Russian attacks on its energy infrastructure as the reason for the planned stoppage. In response to the transit blockade, Ukraine has proposed an alternative supply route for Hungary and Slovakia using the 'Odesa-Brody' pipeline. The European Union is awaiting the results of a technical assessment being conducted by Ukrainian experts.

The War in Ukraine and Its Impact on Relations

Amid this dispute, Volodymyr Zelenskyy stated:

“Otherwise, we will give this person's address to our Armed Forces. Let them call and communicate with him in their own language.”

Hungarian Prime Minister Viktor Orbán, in turn, emphasized:

“I want to note one thing: we will win and we will do it by force. I will not make any agreements, any compromises-we will simply defeat them.”

This tense situation is further complicated by the ongoing war in Ukraine. According to the Black Bird Group analytical team, in February, Ukraine reclaimed more territory than it lost for the first time since 2023. The frontline of the conflict stretches for 1,200 kilometers. The oil transit conflict thus reflects the broader political and military dynamics in the region, where energy security and wartime alliances are deeply intertwined.

The standoff highlights the strained relations between Ukraine and Hungary. Despite its EU commitments, Hungary is prioritizing its own energy interests. Blocking the loan could place additional pressure on Ukraine as it continues to fight the war. Meanwhile, Ukraine's proposal for an alternative oil route demonstrates its effort to diversify energy supplies and reduce dependence on traditional pathways, a strategic necessity given the war.

The outcome of this dispute could have significant implications for regional energy security and political relations within Europe.
