Could Ukraine Face an Energy Blockade? Hungary and Slovakia Threaten Power Supply Cuts
Threats to Ukraine's Electricity Supply
According to ХВИЛЯ: Hungary and Slovakia have threatened to cut off electricity exports to Ukraine, citing the halted Druzhba oil pipeline as a reason. In response, Oleg Popenko, head of the Union of Utility Consumers, assessed the potential consequences as manageable. He explained that electricity imports, which come from five partner countries-Moldova, Romania, Slovakia, Hungary, and Poland-account for only 3% to 5% of Ukraine's total consumption, a figure that can rise to 7% during peak hours. This situation arises amid ongoing regional tensions over energy infrastructure and supply routes.
'They cannot cut off all imports. The total volume of electricity imports is between 3% and 5% of consumption, and up to 7% during peak hours. So what would this lead to? It would lead to an increase in our scheduled blackout periods. An absolute catastrophe is impossible because we can somewhat increase imports from Poland and partially from Romania.' Oleg Popenko
Negotiations Between Ukraine and Slovakia
In reaction to the threat, Slovak Prime Minister Robert Fico proposed a meeting with Ukrainian President Volodymyr Zelenskyy to discuss oil transit. The meeting is planned to be held on the territory of a third European Union state. Popenko also expressed skepticism about the feasibility of implementing these threats, suggesting they are a bargaining tactic.
'I don't really believe in it because they sell us peak-load electricity and sell it at a very high price. It's unlikely they would refuse easy money for power they have nowhere else to send. These are threats to make us resume oil supplies. For us, it's not critical, but it is complicated.' Oleg Popenko
Consequently, the situation highlights the critical importance of energy cooperation between nations, especially when energy security is a paramount state concern. The planned talks between Ukraine and Slovakia could represent a significant step toward resolving this dispute and preventing potential negative impacts on the Ukrainian economy and its citizens.
