Why France and Germany Are Setting Conditions for Ukraine's EU Ambitions
Ukraine's Path to EU Membership
According to ХВИЛЯ: Ukraine is pushing for an accelerated accession process to join the European Union, but faces resistance from key EU governments. President Volodymyr Zelenskyy has expressed a desire to set 2027 as a target date for membership. However, the governments of France and Germany are skeptical about the need to reform the existing accession framework, a process known for its complexity and lengthy timelines.
Deputy Economy Minister and chief EU negotiator Taras Kachka has argued that a fast-tracked path is crucial for the peace process. He emphasized:
'This is necessary for the peace process, for establishing a long-term and just peace in Europe.' - Taras Kachka
Despite these efforts, the concept of 'reverse enlargement' proposed by European Commission President Ursula von der Leyen has found no support. She publicly told Zelenskyy that it is currently impossible to set a concrete accession date.
Doubts and Challenges on the Road to Integration
Furthermore, EU governments, notably France and Germany, have expressed doubts about Ukraine's readiness for membership. One European diplomat stated:
'The concept of reverse enlargement is dead. There is also no support for providing a specific accession date.' - European diplomat
Another Western European official added: 'Ukraine is simply not ready and has rampant corruption.'
Discussions are now focusing on a proposed system for monitoring democratic standards, as well as a transition period before Ukraine would receive full EU farm subsidies. Additionally, accelerated integration into specific sectors is being considered, such as:
- The single market
- Energy
- The digital sphere
These initiatives could become important milestones on the path to European integration, though their implementation will require significant effort and support from the EU.
The situation surrounding Ukraine's European integration remains complex, as the country attempts to overcome internal challenges and external skepticism. Despite its stated ambitions, Ukraine must demonstrate tangible progress on reforms to gain support from key EU players. Crucial issues like combating corruption and adhering to democratic norms will be critical for any further advancement toward EU membership.
