The Committee on Health of the Nation, Medical Assistance and Health Insurance has considered draft laws concerning the regulation of nicotine products, the press service of the Ukrainian Verkhovna Rada reports.

'Nicotine pouches (snus) are actively spreading in Ukraine. These products dissolve in the mouth and release nicotine upon contact with saliva. Their sale and use are currently unregulated, creating risks, especially among children. According to recent studies, 0.3% of adult Ukrainians and about 3% of children use such nicotine products,' said Committee Chair Mykhailo Radutsky.

According to Committee Chair's information, they considered a draft Law on amendments to some laws of Ukraine concerning the regulation of nicotine products and four alternative options. The first draft law entails a complete ban on such products, while others propose state regulation and restrictions on usage.

'During the discussion, arguments were raised that a complete ban could push the market into the shadows, resulting in a loss of excise revenue for the budget. Implementing state control will allow limiting the nicotine content in the products and prohibiting their use by children,' explained Radutsky.

The Ukrainian parliament has reviewed draft laws regarding the regulation of nicotine products, in connection with the active spread of nicotine pouches in the country. Proposals range from a complete ban to state regulation and usage restrictions, taking into account the risks to public health, particularly among children.
