According to ХВИЛЯ: During an interview with political analyst Yuriy Romanenko, Anton Chornyi, an instructor for the 'Shkval' battalion, criticized Ukraine's limited and inefficient use of its prison population as a source for military mobilization in the full-scale war. Chornyi argued that while Ukraine possesses significant potential in this area, its implementation remains constrained. He contrasted this with Russia, which he described as having created a 'conveyor belt' system to channel prisoners to the front lines, demonstrating a more effective use of its demographic resources.

Chornyi emphasized that Ukraine operates with far smaller demographic and economic resources compared to the aggressor nation. The debate over prisoner mobilization is part of a broader, difficult national conversation about manpower as the war continues.
