The European Union is preparing to finalize the terms of a major reparations loan for Ukraine amounting to 176 billion euros, which will be secured by Russian assets that are under special conditions. According to a scheme supported by decisions of the European Union as part of sanctions against Russia due to the conflict in Ukraine, it is estimated that 176 billion euros in cash held in accounts of the Russian Central Bank in Euroclear, Belgium, will be utilized. Ursula von der Leyen, the President of the European Commission, announced this initiative in her annual address to the European Parliament on September 10. The reparations loan stipulates the transfer of these funds by the EU on the condition of entering into a special agreement with Euroclear at zero interest. Ukraine will only need to repay this loan after receiving reparations from Russia, which will help avoid an increase in the total debt of the country, as recorded by the International Monetary Fund. The mechanism for the return of funds provides that the reparations offered by Russia to Ukraine will be directed towards repaying the EU reparations loan, which will subsequently be returned to Euroclear. Through this operation, Ukraine can receive net financing for protection, ERA loans, defense cooperation in Europe, and other budgetary needs.
