Ukraine and Denmark Launch a Recovery Program Worth $375 Million: What the Funds Will Be Used For
Ukraine and Denmark have launched a new Ukraine Transition Program for the years 2025–2028 with a budget of 2.8 billion Danish crowns ($375 million). This was reported by the Ministry of Community and Territorial Development.
According to the agency, the program is aimed at restoring critical infrastructure, humanitarian aid, supporting veterans and internally displaced persons, business development, green transition in energy and transport, as well as continuing reforms.
'We already have positive cooperation experience with Denmark in Mykolaiv. Today, this format is moving to the national level. And I am confident that in the next three years millions of Ukrainians will see tangible results – from stable supply of water and heat to new opportunities for community development,' said Oleksiy Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Community and Territorial Development.
About 60% of the total budget will be directed to Mykolaiv and Mykolaiv Oblast. In March 2023, a partnership memorandum was signed between Denmark and Mykolaiv region. Since then, the Danish side has helped restore the water supply system, supports the modernization of heating and energy, and collaborates with communities and local authorities. Now this work is becoming systematic and long-term.
The remaining 40% of the funds will be directed to other regions of Ukraine affected by the war. This includes restoring hospitals and schools, modernizing energy networks and water supply, and supporting IDPs in communities across the country. The program also envisions the development of democratic institutions, transparency and accountability in governance, and active involvement of civil society.
Ukraine and Denmark have launched the Ukraine Transition Program for 2025-2028, aimed at developing and restoring critical infrastructure, humanitarian aid, supporting Internally Displaced Persons and other measures. The program is set to cover Mykolaiv and Mykolaiv Oblast as well as other regions of the country affected by the war. This is a joint initiative that will improve conditions for millions of Ukrainians and foster the development of the country as a whole.
