Keynote Address by Ihor Klymenko at the 4th International Summit of Cities and Regions

According to ДСНС: Ukraine’s Minister of Internal Affairs, Ihor Klymenko, told the 4th International Summit of Cities and Regions that the nation’s ability to endure begins at the grassroots level. He stressed that a strong civil protection system is vital during a full-scale war, highlighting the need for seamless collaboration between police, emergency responders, and local authorities. The minister also pointed to the development of digital safety tools-such as the Community Security Ecosystem-as a critical step in strengthening public protection.

Despite thousands of attacks on critical infrastructure last winter, Klymenko noted that Ukraine held firm, attributing this resilience directly to the unity of its communities.

“A country’s resilience starts with the resilience of its communities,” he stated.

In his speech, the minister emphasized: “Our goal is not just to react to threats but to act proactively. A strong state begins with a strong community. And today, Ukrainian communities prove every day their cohesion, endurance, and readiness to withstand any challenge.”

Community Resilience and the Role of Local Services

Resilience, above all, comes down to people. Community police officers, rescue officers, local authorities, and utility crews work together as one team every day. Heating stations, generators, and rapid emergency responses have become lifelines for the population.

The Community Security Ecosystem already integrates data on over 171,000 security infrastructure facilities, significantly boosting public protection. Alongside international partners, initiatives like the Shelter Coalition aim to increase the number of protective structures, especially in frontline communities.

Minister Ihor Klymenko’s remarks underscore the critical role of community cohesion and active participation in maintaining security during wartime. The integration of modern technology into the civil protection system-particularly through the Security Ecosystem-reflects a drive to improve coordination among various services, a necessity in the current environment. As the minister highlights, community resilience is not only the key to survival but also the foundation for Ukraine’s future development during this challenging period.
