Why Ukraine's Diesel Market Is Facing New Restrictions
According to ХВИЛЯ: Filling stations across Ukraine have started limiting how much diesel a single customer can buy. The move comes as shrinking deliveries, stronger demand, and the shrinking spread between wholesale and retail prices put pressure on the retail network. By July 31, the nationwide average price for diesel had reached UAH 91.99 per litre. During the week from July 20 to July 27 alone, diesel rose almost 12 percent, which also contributed to the introduction of caps.
The OKKO chain has capped diesel purchases at 100 litres per vehicle refueling. Other fuel retailers are adopting similar restrictions, and more companies are being added to that list. The limits are most commonly seen on highways, where trucks and long-haul drivers usually fill up. The underlying cause is the shrinking gap between wholesale and retail diesel prices, which has prompted more customers to refuel at stations.
Reasons Behind the Restrictions and What to Expect
Deliveries of diesel into Ukraine have declined because of limited supply on the European market. The Danube's low water levels have made river fuel shipments more difficult, Russia is actively buying fuel in Europe, and that leaves fewer free volumes available. In addition, India's shipments are constrained by transit through Belarus, Kazakhstan has no spare diesel volumes, and Persian Gulf suppliers are effectively out of reach amid the global market crisis.
As of July 31, diesel prices had risen by 1–2 hryvnias per litre at the OKKO, WOG and Ukrnafta chains. Over the July 20–27 period, diesel had climbed on average by 9.38 hryvnias per litre. Despite the new limits, a complete halt to diesel sales is not expected in the near term. Stations will keep adjusting purchase volumes and the amount of fuel supplied to customers.
The introduction of diesel purchase limits reflects a strained market, and the combination of rising prices and tighter supply could have a wider impact on the economy, especially logistics and transport.
