Foreign Military Personnel Get Streamlined Path to Ukrainian Residency Permits
Easier Temporary Residency for Foreign Fighters
According to Главком: Ukraine’s government has cut red tape for foreign nationals who are currently serving or intend to join the country’s Defense Forces, making it simpler for them to obtain temporary residency. Under the new rules, a temporary residence permit will be valid for the entire duration of a service contract, plus an additional six months after it ends. This move aims to remove bureaucratic hurdles for foreign troops helping to defend Ukraine.
For those already in service, the process of proving their place of residence has also been eased. Notably, applicants may submit documents even with an expired passport-but only if getting a new one is possible solely in an aggressor nation or a state that does not recognize Ukraine’s territorial integrity. This provision specifically applies to citizens of Russia and Belarus.
The International Legion and Its Evolution
Following the start of the full-scale invasion, Ukraine established the International Legion, which has attracted thousands of volunteers from more than 55 countries. Foreign recruits sign a three-year contract but have the option to leave after six months of service. They also receive the same pay as their Ukrainian counterparts. At the end of 2025, the Legion was restructured, and foreign fighters began to be transferred into regular army assault regiments.
These legislative changes help streamline procedures for foreign military personnel, giving them a stronger legal footing while serving in Ukraine.
The updated regulations signal the Ukrainian government’s commitment to supporting foreign volunteers who are actively involved in the country’s defense.
By simplifying temporary residency paperwork, Ukraine shows it is ready to attract foreign assistance amid aggression-a step that could boost motivation and strengthen cooperation with international partners. It may also help solidify global backing for Ukraine’s fight for sovereignty and territorial integrity.
In addition to these recent changes, the Ukrainian government is also focusing on enhancing the recruitment process for foreign military personnel. A new centralized hub is being established to streamline the enlistment of international volunteers, as detailed by Kyrylo Budanov. This initiative aims to further facilitate foreign involvement in Ukraine's defense efforts and can provide valuable insights into the evolving landscape of military support.
