The initiative was the focus of a meeting led by Kyrylo Budanov, Head of the Office of the President of Ukraine, which included representatives from the Defense Forces and members of parliament. The primary topic of discussion was the creation of a unified body to manage every stage of the recruitment process, from initial outreach and selection to transportation, training, and support for foreign recruits.

Some of the training and logistical support for these foreign contract soldiers may be handled by units of the Armed Forces of Ukraine or the National Guard. The discussion also covered the need to involve interpreters to facilitate communication.
Plans and Next Steps
The parties agreed to work out the creation of a dedicated structural unit within the Ministry of Defense by the end of May. This includes presenting a development program for the foreign recruitment system and drafting legislative proposals to resolve outstanding issues. As a foundation for these efforts, the government had already approved the establishment of a Recruitment Center for Foreigners and Stateless Persons for the Armed Forces of Ukraine in September 2024, and the Ministry of Defense has since begun recruiting under a new model.
