Ukraine Allocates Billions for Repair Crews and Winter Preparations
Financial Support for Repair Crew Workers
According to Главком: The Ukrainian government has approved funds for bonus payments to repair crew workers for February and March, as well as for preparing critical infrastructure for winter. This support is part of a broader effort to maintain essential services during a period of immense strain. Starting April 1st, targeted assistance payments will also begin for vulnerable population groups.
Over 14,000 workers in repair and restoration crews will each receive bonus payments of 20,000 hryvnias. For February, the government allocated 281.3 million hryvnias, with equivalent funding designated for March. An additional 90.56 million hryvnias from the reserve fund is allocated for utility and railway workers, while the Ministry of Energy receives 190.740 million hryvnias for employees in the fuel and energy complex.
Assistance for Vulnerable Groups
The Cabinet of Ministers has also allocated 12.85 billion hryvnias within regional resilience plans. These funds are designated for 209 facilities in frontline regions and the Kyiv region. The total estimated need for the restoration and modernization of Ukraine's energy sector over the next ten years is $90.6 billion, which is 34% higher than previous damage assessments.
Starting April 1st, one-time payments of 1,500 hryvnias will be made under the targeted support program. The payment will be made only once per person, even if an individual qualifies under multiple categories. Funds will be disbursed throughout April.
Recipients will include:
- age-based pensioners,
- people with disabilities,
- low-income families,
- recipients of basic social assistance,
- internally displaced persons,
- large families and single mothers.
Key priorities for preparing for the 2026-2027 winter season include protecting energy facilities, developing distributed generation, providing backup power sources for heating and water supply facilities, and decentralizing the heating supply.
These measures demonstrate the government's focus on supporting key sectors that ensure the country's functioning amid the ongoing challenges it faces.
