The government extended forestry management due to the war: what it means for the forests

The Government of Ukraine has decided to extend the validity of forestry management materials, which are key to the development of forestry in wartime conditions. This decision was made at a Cabinet of Ministers meeting on November 28, 2025.

Forestry management involves the collection, analysis, and updating of data on the state of forests, and consists of elements such as inventory descriptions, logging funds and regeneration, categorization of forests, and designation of particularly protective forest areas.

"Some of the materials approved over 15 years ago have become invalid due to military actions, occupation, and difficulties in accessing territories," explained a government representative.

The adopted document prevents the stoppage of state forestry enterprises and allows the issuance of permits for timber harvesting in regions where the forestry management materials were to become invalid in 2025-2026.

Changes made by the resolution:

  • In regions without military actions, the forestry management materials remain valid until January 1, 2028.
  • For territories with military actions and temporary occupation, the materials remain valid during the state of war and for another two years after its end.

The government has ensured the stable operation of the forestry sector in wartime by continuing the effect of important forestry management materials. This will allow for effective use and restoration of forests, ensuring the development of the industry in the context of a complex political situation in the country.
