New Incentive Payment System for Ukrainian Service Members

According to Главком: Starting June 1, 2026, the Ukrainian government has introduced a revamped system of incentive payments and bonuses for all military personnel, regardless of contract type. This includes additional compensation, combat bonuses, and rewards for capturing or eliminating enemy forces. The maximum monthly amount, excluding capture and elimination bonuses, is capped at 460,000 hryvnia. The first payments for June are scheduled to be disbursed by July 20.

Eligibility for the New Payments

All service members-whether they have signed a new contract, were mobilized, or are serving under an existing contract-qualify for these payments. The Ministry of Defense has clarified:

“These payments do not depend on whether a service member has signed a new contract. Everyone is eligible-those who signed an incentive contract, those serving under mobilization, and those on older contracts. The type of military service is irrelevant.” - Ministry of Defense of Ukraine

The payments include:

  • An additional monthly allowance of 10,000 hryvnia for personnel stationed in rear areas;
  • A minimum monthly payment of 30,000 hryvnia;
  • A combat bonus of 20,000 hryvnia per day for restoring or retaking positions;
  • A bonus of 40,000 hryvnia per day for assaulting and capturing positions;
  • Additional compensation of 50,000 hryvnia per month for performing combat tasks at command posts;
  • A reward of 30,000 hryvnia per month for executing other combat or special missions.

The total monthly payout, excluding bonuses for capturing or eliminating enemy forces, cannot exceed 460,000 hryvnia. The Ministry of Defense notes that 'the aforementioned payments and bonuses for capturing or eliminating the enemy are issued based on a order from the unit commander-similar to the existing mechanism for combat rewards.'

A bonus of 100,000 hryvnia is awarded for each enemy service member taken prisoner, with the sum divided among those involved in the capture. For each enemy eliminated in small arms or hand-to-hand combat (confirmed by video evidence), a bonus of 15,000 hryvnia is provided. These payments are made alongside the base salary by the 20th of the month following the one in which the actions occurred.

According to the Ministry of Defense, 'anyone who captured or eliminated an enemy in close combat in June will receive a bonus based on the commander's order in July. If the order for June is signed late for reasons beyond the service member's control, the payment will be included in the next order. The right to the payment is not forfeited.'

Starting June 15, 2026, service members can sign new infantry-assault, combat, or basic contracts for service in the Armed Forces of Ukraine and other components of the Defense Forces. Ukrainian Defense Minister Mykhailo Fedorov has emphasized the importance of this new payment system in supporting and motivating military personnel.

The introduction of this incentive payment system represents a significant step toward strengthening social protections for Ukrainian service members, especially amid ongoing hostilities.
