Ukraine's 'Horizon' System: A Digital Overhaul for Job Matching and Hiring
Pilot Project for Digital Employment Launches
According to Главком: The Ukrainian government is initiating a pilot project for digital employment through the 'Horizon' system, aiming to digitize all stages of labor relations. The full launch of this unified digital system is scheduled for October 2026. This initiative will digitize processes related to job searching, recruitment, signing employment contracts, and maintaining employee personnel files. Access will be provided through the 'Diia' portal and Administrative Service Centers (ASCs). This move is part of a broader digital transformation of public services in Ukraine.
Core Functions of the 'Horizon' System
The 'Horizon' system will provide every employable person with a personal digital profile called 'Horizon' ID. This profile will contain a list of qualifications and skills based on the European ESCO standards. The system will generate job listings based on a match rate with vacancy requirements, ranging from full compatibility down to 51%. If the match rate falls below 51%, the system will suggest training courses to improve the user's qualifications.
The pilot project is voluntary for both employers and employees. The unified 'Horizon' system also involves creating registers of employable individuals and job vacancies. All project participants will have access to analytical tools that will assess the labor market's condition, supply and demand for labor, and provide interactive reports. The State Employment Service has published information on the vacancies most popular among employers and job seekers in 2025.
