Ukraine establishes minimum internet speed: what will change for users

According to hvylya.net: The Ukrainian Parliament has adopted a law aimed at improving the quality control of mobile internet and modernizing digital infrastructure. According to the document, new standards are established for mobile operators, and mechanisms for public monitoring of services are introduced.

The Ministry of Digital Transformation emphasized that the main goal of the law is to ensure reliable mobile communication quality for citizens regardless of their place of residence. The main focus is on accessible and stable internet for all Ukrainians, including those in villages and remote areas.

Main provisions of the bill

• Establishment of standardized internet speed indicators. The law defines minimum mobile internet speed for the first time as a mandatory quality parameter. Operators are required to meet this standard.

• Public quality control of communication. Users will have the opportunity to independently check the speed and stability of the connection from smartphones. Data will be automatically transmitted to the NCCIR for analysis and prompt response to identified issues.

• Cancellation of the moratorium on inspections of operators. The regulator will restore control over the fulfillment of license conditions, which will encourage mobile operators to develop the network more actively, especially in rural areas, and reduce unserved areas.

• Maintaining national roaming after the state of war ends. The mechanism for mutual access to the networks of other operators will continue to operate to ensure communication in crisis situations.

It is expected that the president will sign the law soon, after which it will come into force.
