According to Главком: Ukraine imported just 504 luxury vehicles subject to a special tax in 2025, marking the lowest annual figure in the past five years. This represents a dramatic 3.2-fold decrease compared to the previous year. The majority of these vehicles were Porsche electric cars, primarily registered in Kyiv and the surrounding region. This slump in high-end imports occurs against the backdrop of a recovering but challenging economy.

The Porsche Taycan alone accounted for nearly half of all such imports, with 232 units registered. Overall, the Porsche brand dominated the luxury category, capturing 64% of the market. Mercedes-Benz ranked second in popularity, securing roughly a quarter of the market with 126 units. The remaining 11% was shared among other premium brands, including:

  • Audi
  • Aston Martin
  • Lamborghini
  • Rolls-Royce
  • Maserati

Within this premium segment, electric vehicles constituted 65% of imports, hybrids made up 18%, gasoline cars accounted for 17%, and diesel vehicles were a mere 0.4%.

The Kyiv region saw the highest number of registrations at 236 units. Following were Lviv Oblast with 52 cars, Odesa Oblast with 49, and Dnipropetrovsk Oblast with 37. Private individuals registered 82% (413 vehicles) of these imports, while businesses accounted for the remaining 18%.

Characteristics of the Imported Luxury Cars

Among the imported luxury vehicles were 21 Rolls-Royce models, 15 of which were the electric Spectre. The registry also included seven Aston Martins and two Lamborghinis. Ukraine's luxury tax applies to vehicles less than five years old with a value exceeding 3.2 million hryvnias, incurring an annual levy of 25,000 hryvnias.

For context, a total of 444,860 vehicles were imported into Ukraine last year, a 17% increase from 2024, though this figure remains nearly one-third lower than pre-2021 levels.

The sharp decline in luxury vehicle imports likely reflects reduced purchasing power among both consumers and businesses in Ukraine, alongside shifting automotive market trends. Concurrently, the high proportion of electric vehicles in the premium segment aligns with global shifts toward reducing carbon emissions and adopting cleaner transportation. These registration trends may also influence future tax and regulatory policy decisions in the country.
