Artificial Intelligence Enters the Judicial System

According to Главком: The High Anti-Corruption Court (HACC) is now leveraging artificial intelligence to process large datasets, though it emphasizes that these technologies are not used for decision-making. This move aligns with the court’s digitalization strategy, approved in 2024 and set to run through 2026–2028. HACC is testing various tools, including transcription of audio recordings from hearings into text format.

"AI adoption is a key component of the court's digitalization plan under the HACC strategy for 2026–2028."

Bohdan Kryklyvenko, court representative

He further noted that 'artificial intelligence cannot be used to make judicial decisions, but it serves as an invaluable assistant for analyzing large volumes of data from open sources.'

Artificial Intelligence in Intelligence Agencies

On the international stage, the U.S. Central Intelligence Agency (CIA), established in 1947, has recently begun systematically integrating generative artificial intelligence into its analytical operations. The CIA has produced its first autonomous intelligence report and plans to deploy specialized AI agents across all platforms within a few years. In 2025, the agency tested over 300 initiatives aimed at modernizing its processes.

Both HACC and the CIA highlight the growing role of artificial intelligence in government institutions, yet their approaches to using this technology differ significantly.

The adoption of AI by public bodies like HACC and the CIA reflects a global trend toward digitalization and modernization of administrative processes. While both organizations use AI to enhance their work, their strategies and objectives vary:

  • HACC focuses on data analysis to improve judicial proceedings.
  • The CIA implements AI to boost the efficiency of intelligence activities.

This underscores the different needs and contexts in which these institutions operate.

As the integration of artificial intelligence expands within government institutions, the CIA's recent decision to utilize AI for foreign intelligence analysis marks a significant evolution in its operational strategies. This development underscores the distinct approaches both the CIA and HACC are taking in harnessing AI technology to enhance their respective functions, with implications for the future of intelligence and judicial processes.
