In addition to regular military units, the Bolivarian militia-a reserve force made up of civilians created in honor of Simon Bolivar-will also participate in the exercises. The goal of the drills is to optimize command, control, and communication as well as to ensure the defense of the country. The order to conduct these actions was issued by the President of Venezuela, Nicolas Maduro.
