Andrii Sybiha's background and diplomatic record

Born on January 1, 1975, in Zboriv, Ternopil region, Sybiha has led the foreign ministry since 2024 and brings extensive diplomatic experience to the post. He graduated from the Ivan Franko State University of Lviv in 1997 with a degree in international relations and qualified as an English translator; two years later, he completed law studies as well.

His career in diplomacy began in 1997 at Ukraine's Ministry of Foreign Affairs, where he started as an attaché in the Treaty and Legal Department. From 1998 to 2002, he served as secretary at the Ukrainian embassy. Between 2008 and 2012, he worked as counselor-envoy and also served in the European Integration Department. He later became director of the ministry's Consular Service Department.

From 2016 to 2021, Sybiha served as Ukraine's ambassador to Turkey. In 2021, he joined the Office of the President as deputy head. In April 2024, he returned to the Foreign Ministry as first deputy minister, and in September of that year he took over as the top diplomat.

For the defense portfolio, President Zelenskyy nominated Yevhenii Khymara, a former senior Security Service of Ukraine official who had been performing duties at the Defense Ministry over the previous month. The government reshuffle points to a shift in personnel policy and in how Ukraine manages its foreign policy and defense strategy.

Sybiha's confirmation as foreign minister highlights the broader personnel shakeup across key state institutions, set against the backdrop of pressing international and security challenges.
