New Legislation for Service Members

According to ХВИЛЯ: The Ukrainian parliament has approved draft law No. 13646, establishing comprehensive guarantees for military personnel. This law applies to those serving on a conscript, mobilization, or contract basis, including officers. It ensures job security, pension contributions, post-service financial aid, and creates a unified system for payments to the families of those killed or missing in action. This move comes as Ukraine continues to defend its sovereignty, highlighting the state's commitment to those on the front lines.

The newly passed law guarantees service members:

  • Material and food provisions;
  • Leave for family reasons;
  • Free travel and medical treatment.

Upon discharge, personnel have the right to return to a job at a position no lower than their previous one. Within the first year, they are entitled to annual leave, professional adaptation assistance, and financial support equal to their average salary after registering with the relevant authorities.

Benefits for Military Families

Families of service members will also receive a range of benefits, including:

  • Preferential rights for employment;
  • Relocation assistance;
  • Sick leave compensation.

All payments and compensations are preserved for those released from captivity or interned. The law introduces a standardized approach to financial support for the families of the deceased and missing. The maximum total payment to such families is set at 15 million hryvnias. If a missing person is later confirmed deceased, any one-time assistance is calculated considering previously paid sums to ensure the total does not exceed 15 million hryvnias.

'Now the maximum payment amount will be 15 million hryvnias for all defenders' families, regardless of status,' stated parliamentary press service representative Mykhailo Fedorov.

This legislation represents a significant step in supporting military personnel and their relatives, providing proper conditions for reintegration into civilian life after service.

The adoption of this draft law reflects the state's increasing focus on the social needs of service members and their families, a critical concern amid the ongoing conflict. Implementing these provisions can aid veterans in adapting to civilian life, reduce social strain, and support the families of the fallen who have lost their breadwinners during a difficult period.
