Antimonopoly Committee Head Called to Report

According to Главком: The Ukrainian parliament, the Verkhovna Rada, has summoned Pavlo Kyrylenko, the head of the Antimonopoly Committee of Ukraine (AMCU), to deliver a report on the fuel market situation. The decision was backed by 157 votes, with Kyrylenko's address scheduled for April 8 at 12:00. The AMCU launched an investigation into potential market violations on March 2, following significant price increases that have impacted consumers and the economy.

Current Fuel Market Conditions

As of April 7, 2026, the average price for A-95 gasoline is approximately 73.98 UAH per liter, while diesel costs 90.51 UAH per liter. Ukraine imports 85% of its light petroleum products. Demand for fuel has surged noticeably:

  • Demand for A-95 gasoline has risen by 40-70%
  • Demand for diesel has increased by 60-140%

Pavlo Kyrylenko noted that a key objective factor behind the price hikes was the shutdown last year of Ukraine's largest oil refinery.

The National Cashback program, launched on March 20, offers refunds of 15% on diesel, 10% on gasoline, and 5% on autogas. The maximum cashback amount can reach 1,000 UAH per person per month. This program will run until May 1. Diesel prices in Ukraine have risen by 33.9%, while supply volumes in March remained at 2025 levels.

Factors influencing fuel prices include:

  • the shutdown of the largest refinery
  • increased demand
  • reduced reserves
  • higher acquisition costs
  • rising logistics expenses
  • limited storage conditions
  • reduced supply from European providers

Gas station chains that have raised prices include UPG, Socar, Ukrnafta, and KLO. The most expensive fuel is offered by Okko, WOG, and Socar networks, while the cheapest can be found at Ukrnafta and BRSM-Nafta stations.

Serhiy Kuyun assured that 'there is no diesel fuel shortage, nor is one anticipated.'

The situation on Ukraine's fuel market is causing concern not only due to rising prices but also because of potential violations that could harm consumers. Summoning the head of the AMCU for a report underscores the seriousness of the situation and the government's intent to ensure market transparency. The state's response could influence future fuel prices and supply stability, especially amid growing demand. The cashback program is also designed to support consumers during this challenging period.

As the situation in the fuel market continues to evolve, understanding the broader trends and government responses becomes essential. Insights from the recent fuel price report highlight the fluctuations and actions taken to address these challenges, providing valuable context for consumers and policymakers alike.
