According to ХВИЛЯ: Cadets who voluntarily leave Ukraine's military academies now have the right to request their preferred assignment for continued service, using a recommendation letter from a military unit. This policy, emerging from the ongoing need for experienced personnel, offers a degree of choice. However, possessing such a letter does not guarantee placement with the specified unit.

A recommendation letter is an official document from a unit commander confirming a willingness to accept an individual for a specific vacant position. Final authority over a cadet's posting, however, rests with the academy's leadership and the relevant personnel directorate. This means that even with a recommendation, a cadet can be assigned to a different unit if the needs of national defense require it.

Key Obstacles to Using a Recommendation Letter

Primary obstacles include priority staffing requirements, which can override individual preferences. If the unit that issued the recommendation is not on the priority list, and the General Staff has urgent requests to staff assault or combat brigades, the cadet may be assigned by general distribution, ignoring the letter.

This can become a serious obstacle for those hoping for a specific place of service.

The procedure for a departing cadet requires them to have the original recommendation letter in hand when preparing their discharge documents. They must also submit a report to the head of the military academy requesting assignment specifically to the unit that issued the document. Yet, even following this procedure, cadets must be prepared for potential changes in assignment based on the personnel needs of the Armed Forces.
