Outcomes of the European Delegation's Visit to Kyiv

According to МЗС: Ukrainian Foreign Minister Andrii Sybiha has outlined the results of a high-level European visit to Kyiv. This visit featured an EU ministerial meeting, a trip to Bucha on the fourth anniversary of its liberation from Russian occupation, a review of defense capabilities, and a series of bilateral talks. Discussions centered on security, energy, veteran support, establishing a tribunal for the crime of aggression, sanctions, financial aid, and Ukraine's accession to the European Union.

EU High Representative Kaja Kallas also participated in the visit, during which Ukrainian President Volodymyr Zelenskyy addressed the ministerial meeting. The working panels, focused on security and defense, energy, veteran policy, and reintegration, included:

  • Prime Minister of Ukraine Yuliia Svyrydenko,
  • First Deputy Prime Minister and Minister of Energy Denys Shmyhal,
  • Minister of Defense Mykhailo Fedorov,
  • Minister for Veterans' Affairs Nataliia Kalmykova.

Andrii Sybiha noted that 13 member states of the Council of Europe and one country outside it are prepared to join the agreement on establishing a Special Tribunal for the Crime of Aggression. During the talks, Volodymyr Zelenskyy and Kaja Kallas were briefed on the activities of the 'Rooster' charitable foundation. Sybiha also held bilateral meetings with the foreign ministers of Romania, the Baltic states, and Germany, where discussions focused on unblocking €90 billion in support.

“This visit was exceptionally timely. It was not about statements-but about decisions. Not about symbols-but about actions. From Bucha to concrete agreements in Kyiv-every element of this day proved: Ukraine remains at the center of the European agenda. We will not allow this war to be pushed to the sidelines. This is a war against Europe-and the response will be united and resolute. Russia must bear full responsibility. Without exceptions and without compromise.” – Andrii Sybiha

Furthermore, he emphasized that a 'security first' approach must definitively replace 'business as usual'. Genuine security requires decisive actions: sanctions-the swift adoption of a new package; finances-the unblocking of €90 billion in support; assets-the full utilization of frozen Russian resources. Ukraine is ready for rapid EU accession based on tangible achievements'.

Action Plans Under Discussion

The meeting involved discussions on specific action plans, such as adopting a new sanctions package, unblocking €90 billion in support, and utilizing frozen Russian assets. The key priorities for participants included:

  • Ukraine's accession to the EU,
  • security cooperation,
  • increasing Russia's isolation.

The European delegation's visit to Kyiv underscores the critical importance of international support for Ukraine during the ongoing war. The focus on concrete steps regarding security and financial aid highlights Ukraine's determined push for deeper integration into European structures and to strengthen its position on the global stage. The potential creation of a Special Tribunal for the Crime of Aggression could also represent a significant step toward ensuring justice and accountability for wartime atrocities committed during the conflict.
