According to Главком: For the first time, Ukraine's state-owned Black Sea Maritime Trade Port will offer its services through open online auctions on the Prozorro.Sale system. The inaugural auction, scheduled for March 25, 2026, will be for the transshipment of imported mineral fertilizers. The process will use an English auction model, where bidding increases the price, a method designed to attract more participants and ensure full transparency. This move is part of a broader effort to modernize the country's critical trade infrastructure and attract international business.

To take part, potential bidders must register on the accredited Prozorro.Sale electronic platform and submit their price bids. Within this pilot project, services will be offered for transshipping mineral fertilizers in bulk or in big bags, excluding urea. A key detail is that the auction specifically covers crane operation, while access to the berths will be charged separately.

Regional Context and Challenges

The auction concept was presented at a March 13 meeting of the Coordinating Council for Developing a Competitive Environment in Sea Ports. The project, initially presented in November 2025 and later adjusted, aims to improve the efficiency of port services and boost the competitiveness of Ukrainian maritime transport. These reforms are progressing against a backdrop of ongoing regional instability.

Highlighting the persistent security challenges, the Russian military attacked port infrastructure in the Odesa region with strike drones on March 12. The assault damaged a food warehouse within the port area, causing a fire. Despite this tense environment, the Ukrainian food wheat market has seen prices rise over the past week, with wheat increasing by 50 UAH per ton.

The introduction of online auctions for port services could significantly reshape the market by enhancing transparency and competition among participants.

This initiative reflects Ukraine's drive to modernize its infrastructure and optimize management in its seaports. However, the ongoing military actions and attacks create a complex operating environment, which may impact the success of such projects and the overall economic situation. The rising price of wheat points to the underlying risks associated with security and the stability of Ukraine's food supply chains.
