New tariffs for electric heating from October 2025: who and how much to pay
New electricity tariffs from October 1, 2025
According to hvylya.net: From October 1, 2025, new electricity tariffs will come into effect in Ukraine for homeowners with electric heating. This will help reduce costs for electricity during the heating season.
According to media reports, the special tariff 'Electric Heating' will be in effect from October 1, 2025, to April 30, 2026, and will provide a reduced price for electricity for those using electric heating.
New tariff schedule for electric heating:
- up to 2000 kWh inclusive - 2.64 UAH per kWh
- over 2000 kWh - 4.32 UAH per kWh
Representatives of energy supply companies provide examples of calculations. For instance, if a consumer uses 1800 kWh in February, the payment will amount to 4,752 UAH at the tariff of 2.64 UAH/kWh. If consuming 2300 kWh, the payment will be 6,576 UAH.
General tariff conditions
For other electricity consumers, the cost remains unchanged according to government resolution No. 632 - 4.32 UAH per 1 kWh until October 31, 2025.
Multi-zone accounting
Ukrainians can reduce costs with multi-zone meters. When installing a two-zone meter, it is possible to pay at a reduced rate during nighttime with a 50% discount, which means 2.16 UAH per 1 kWh.
To transition to multi-zone accounting, it is necessary to contact the electricity supplier and install the appropriate meter.
Prospects of tariff policy
There are assumptions regarding future changes in electricity prices, but none of the scenarios are seriously considered. The current understanding implies a review of the subsidy system after the war through PSO (Public Service Obligation). There is a government resolution that obligates suppliers to sell electricity at fixed tariffs.
Changes in electricity tariffs from October 1, 2025, imply reduced costs for homeowners with electric heating. By using multi-zone meters, one can further reduce electricity expenses, especially during the nighttime. Currently, possible prospects for future changes in the electricity pricing system are also being considered. It is expected that after the war, certain corrections may occur in the subsidy system, but overall, the tariff system remains stable with fixed prices.
