From 2026, the state will pay pension contributions for Ukrainians in Russian captivity
Law No. 4280-IX: Preservation of Insurance Record for Civilians
According to ХВИЛЯ: Starting from January 1, 2026, Law No. 4280-IX comes into effect in Ukraine, which ensures the preservation of insurance record for civilians unlawfully held in Russian captivity. According to the new legislation, the state will pay the Single Social Contribution (SSC) for these individuals from the state budget, aimed at supporting those who find themselves in such a difficult situation.
Automatic Insurance Record Enrollment
A significant part of the law is that the Pension Fund will automatically enroll the insurance record for the entire time Ukrainians are in captivity, as well as an additional six months after their release. This decision has been developed with consideration of international social protection standards, which will improve social support for those who have become victims of violence.
Moreover, the law provides for the payment of SSC for servicemen who do not receive monetary support. Previously, civilians abducted by the occupiers were considered 'unemployed' until the enactment of this law. Thus, the new norms aim not only to protect the rights of Ukrainians in captivity but also to adapt Ukrainian legislation to modern social security requirements.
This law is an important step towards protecting the rights of individuals who have become victims of violence during the conflict. It not only provides social guarantees for those who find themselves in extremely difficult circumstances but also emphasizes the state's commitment to adhering to international standards in the field of social protection.
