Wage arrears in Russia have quadrupled: the reasons for the crisis are named

According to the Ukrainian Foreign Intelligence Service, as of the end of September 2025, the overdue wage arrears in Russia reached 1.95 billion rubles, which is 18.6% more than in the previous month. Compared to the same period last year, the debt volume has increased fourfold.
According to the intelligence, the largest part of unpaid wages relates to debts that arose in 2025. The main reason for this situation is the lack of own funds in enterprises, especially regarding the construction, mining, and manufacturing industries.
'Business liquidity problems are also reflected in tax statistics. In the first half of 2025, the Federal Tax Service of Russia filed claims in courts for the collection of taxes and fees amounting to 15 billion rubles - seven times more than in the same period last year. Companies are increasingly less willing to voluntarily pay tax debts, which forces tax authorities to seek forced collection.'
According to the Ukrainian Foreign Intelligence Service, the non-payment of wages in Russia continues to rise, which may lead to social tensions and economic problems in the country.
