Ukraine's Renewed Struggle to Pay Its Green Energy Debts
According to Главком: A debt crisis continues to plague Ukraine's renewable energy sector, a problem that first emerged in 2022. The debt owed to green electricity producers remains substantial, with new obligations accumulating in 2025. The debt peaked in September 2024, reaching approximately 35.7 billion hryvnias. This persistent issue highlights the financial strain on the energy system amidst broader economic challenges.
As of October 2025, the total debt of Ukrenergo to the state-owned Guaranteed Buyer amounts to 16.1 billion hryvnias. From January to October 2025 alone, an additional 2.1 billion hryvnias in new debt was incurred, demonstrating that the core problem remains unresolved. According to Vadym Lytvynenko, there is currently no systematic effort underway to eliminate this debt burden.
Shifts in Payment Discipline
Payment discipline in Ukraine has also fluctuated significantly. In 2023, it stood at 99%, representing a near-perfect situation. However, this indicator deteriorated in 2024, fluctuating between 89% and 95% across different months. Throughout 2025, payment discipline remained unstable, varying from 77% to 99% monthly, which directly contributed to the formation of new debt obligations.
Vadym Lytvynenko further emphasized that the bulk of the cumulative underpayment for electricity from renewable sources originated in 2022. During that period, the energy system operated in 'island mode' and electricity metering was disrupted, causing payments in some months to plummet to 33-45%. These factors were decisive in creating debts that exceed tens of billions of hryvnias.
The debt situation in Ukraine's renewable energy sector poses a serious challenge to the country's energy stability. Failure to resolve this debt issue could negatively impact investment in the sector and hinder the development of renewable energy. The absence of effective mechanisms for debt repayment may lead to a further decline in payment discipline and a worsening of the overall situation in Ukraine's energy sector.
