New Legislation for the National Memorial Complex

According to Главком: Ukrainian President Volodymyr Zelenskyy has signed Law No. 4865-IX, removing bureaucratic and regulatory hurdles to build the National Memorial Complex of the Heavenly Hundred Heroes – the Museum of the Revolution of Dignity. This act establishes a special legal framework for allocating a plot of land on the Alley of the Heavenly Hundred Heroes, which will speed up the completion of construction. The new law addresses long-standing administrative delays that had stalled the project for years.

The legislation sets the museum’s maximum height according to the winning design of an international competition. It also lifts building restrictions near monuments where protected zones have not yet been defined. Additionally, the document waives certain planning limitations in cultural heritage protection areas. Ukraine’s parliament, the Verkhovna Rada, passed the law on April 29 with the support of 278 lawmakers.

Project Implementation Mechanisms

The law provides mechanisms to remove any seizure from the site on Heavenly Hundred Heroes Street and eliminates redundant permitting procedures. Thanks to these changes, construction of the Museum of the Revolution of Dignity – originally slated to begin in fall 2022 – could now be completed by the end of 2023. The legislation also lifts a ban on placing the complex within the ‘red lines’ of the Alley of the Heavenly Hundred Heroes in Kyiv, ensuring its realization.
