Law on mobile communications: what will change
President Volodymyr Zelensky signed law No. 4321, which radically changes the approaches to the deployment of mobile networks in Ukraine. This was announced by Deputy Prime Minister for Digital Transformation Mykhailo Fedorov on his Telegram channel. The document provides for a reduction by half in the time required to obtain permits for the construction of base stations and legalizes the use of mobile communication towers.
According to the new norms, mobile communication operators will now be able to obtain land plots for placing telecommunications equipment within three months instead of the previously established six. This decision should solve the problem of lengthy bureaucratic procedures that hindered the development of telecommunications infrastructure in the country.
Legislative changes also legalize the operation of mobile base stations that can quickly move between locations without obtaining additional permits. Previously, such temporary structures could be dismantled by regulatory bodies as unlawfully installed objects.
Fedorov characterized the adopted document as 'the most effective deregulation in the telecom sector at the legislative level' in the entire period of Ukraine's independence.
Convenience for restoring communication
The innovations are particularly relevant for restoring communication in areas affected by destruction due to Russian aggression. Mobile stations will allow for quick re-establishment of communication in de-occupied lands without waiting for the completion of complex coordination procedures.
'We continue to move towards the ambitious goal of providing 98% of the population with high-quality mobile communication by 2030. Law No. 4321 is an important step towards achieving this,' Fedorov wrote, expressing gratitude to the President and Parliament for supporting the legislative initiative.
The signed law No. 4321 paves the way for simplifying the installation and operation of mobile networks in Ukraine. Reducing bureaucratic procedures will allow operators to more quickly develop and expand the country's telecommunications infrastructure, which will be an important step towards achieving the ambitious goal of providing high-quality mobile communication to nearly the entire population by 2030.
