According to Главком: Ukrainian President Volodymyr Zelenskyy has suggested that Russia's intention to restrict the Telegram messenger service within its borders may indicate the Kremlin is preparing to make unpopular decisions regarding the war. He shared this analysis during a closed-door meeting with journalists, which was attended by the news outlet Glavcom. Zelenskyy's remarks highlight the Kremlin's potential use of information control to manage domestic opinion ahead of critical wartime moves.

He stated that such potential unpopular decisions could relate to:

  • Escalating the conflict further
'Why would the Russians shut down Telegram? I think it's to make unpopular decisions. What unpopular decisions could these be? Possibly, it's ending the war in some format. Or the opposite – escalating the war. That would mean an even greater mobilization for them.' - Volodymyr Zelenskyy

Zelenskyy also forecast that the spring and summer of 2026 will be a difficult period both on the battlefield and diplomatically. This is linked to the U.S. elections and an internal political deadline in Washington, D.C., falling in August. 'I think it will be very difficult for us until September,' he added.

He believes the Americans will not allow more time for dialogue with Russia and that 'this spring-summer period will be quite complicated politically and diplomatically.'

Zelenskyy emphasized the importance of maintaining pressure on Russia during this time. 'It is important that there is sufficient pressure on the Russian Federation during this period. For example, partners could hold an absolutely unprecedented, historic, pivotal, and, in a sense, victorious NATO summit this year,' he stressed.

Regarding possible scenarios, Zelenskyy noted: 'If Russia chooses the path of de-escalation, then I believe a trilateral meeting will happen. And they will try to hold it in April, May, or June.'
