Ukrainian President’s Historic Trip to Armenia

According to Главком: Ukrainian President Volodymyr Zelenskyy traveled to Armenia for the European Political Community (EPC) summit-the first such visit by a Ukrainian leader in nearly a quarter of a century. During his address, Zelenskyy outlined several critical priorities:

  • stepping up diplomatic efforts;
  • maintaining continuous pressure on the aggressor;
  • accelerating the delivery of the €90 billion European aid package for Ukraine;
  • strengthening Ukraine’s air defense systems;
  • securing energy assistance.

This summit took place amid a shifting geopolitical landscape in the region. While Armenia remains a formal member of both the Collective Security Treaty Organization (CSTO) and the Eurasian Economic Union (EAEU), it has increasingly signaled a desire for closer ties with Europe. Notably, a Russian military base operates in Gyumri, and the Metsamor Nuclear Power Plant-which supplies 40% of the country’s electricity-depends on Russia’s Rosatom. Meanwhile, Armenian Prime Minister Nikol Pashinyan continues to hold periodic talks with Russian President Vladimir Putin.

Rising Tensions Between Armenia and Azerbaijan

Azerbaijani President Ilham Aliyev declined to attend the summit in Yerevan, highlighting ongoing friction between the two nations. Next month, Armenia will hold parliamentary elections that could prove pivotal for the future of its relationship with Russia. According to Konstantin Zatulin,

“if the current Armenian government is re-elected after the June elections, Russian-Armenian relations will be close to a breaking point.”

In response to Zelenskyy’s visit, Russia banned exports of Armenian mineral water and suspended sales of Armenian goods on major online marketplaces Wildberries and Ozon. These moves underscore growing economic and political strains. Oleksandr Merezhko commented,

“Russia is losing its influence over Armenia,”

adding that the Ukrainian president’s participation in a European summit on Armenian soil-where a Russian military base is stationed-amounts to a “humiliating political defeat” for Moscow.

Armenia has signed strategic agreements with the United Kingdom, Bulgaria, and Croatia, signaling its push to strengthen ties with Europe. In the view of Oleksandr Tolmachov, “Armenia could end up like Ukraine if it makes the wrong historical choice.” Meanwhile, Alen Simonyan stressed that “we will not allow Armenia to be turned into a province,” underscoring the country’s commitment to political independence.

Overall, Zelenskyy’s visit marks a significant milestone in the growing relationship between Ukraine and European states, while also serving as a clear signal of the shifting regional balance that is raising alarms in Moscow. Armenia’s evolving foreign policy and its pursuit of deeper European integration could substantially alter the regional power dynamic, especially as the country’s parliamentary elections draw near. This makes the developments in this strategically important area well worth watching.
