Targeting Russian Commanders and Religious Leaders

According to Главком: Ukrainian President Volodymyr Zelenskyy has enacted a decision by the National Security and Defense Council (NSDC) to impose sanctions against Russian military commanders and religious figures. This marks a significant step in holding individuals directly responsible for attacks on civilian infrastructure accountable. The first sanctions list targets 121 individuals, while a second list names nine religious figures. All relevant information on these sanction packages will be shared with international partners to synchronize measures within their own jurisdictions.

According to the President's Commissioner for Sanctions Policy, Vladyslav Vlasiuk, this is one of the first instances where Ukrainian intelligence has been able to clearly identify over 100 specific individuals who directly issue orders and carry out missile launches against Ukraine.

"They are ordinary terrorists who should be sanctioned in all jurisdictions," Vlasiuk stated.

Commanders and Their Actions

Those sanctioned include commanders of long-range aviation units within the Aerospace Forces, the Navy, and rocket-artillery units of the Ground Forces. Since the full-scale invasion began, Russia has used over 4,100 air-launched cruise and aeroballistic missiles. Specifically, Russian forces have employed:

  • over 1,500 Kalibr-type missiles in 160 attacks;
  • over 1,100 Iskander-M type missiles.

Navy commanders are implicated in strikes on Kyiv's thermal power plants and energy infrastructure in the Lviv, Ivano-Frankivsk, Volyn, Mykolaiv, and Odesa regions. One commander of the 30th Surface Ship Division was responsible for maintaining the combat readiness of the frigates Admiral Makarov and Admiral Essen. Commanders of rocket-artillery units organized strikes on the central part of Sumy, where a Russian missile killed 25 people on 17.04.2026; the center of Chernihiv on 17.04.2026, where 18 people died; and the village of Groza in the Kharkiv region, where 59 people were killed.

These sanctions are part of Ukraine's broader efforts to counter Russian aggression and ensure state security. The list includes not only military personnel but also religious figures, underscoring a comprehensive approach to assigning responsibility for aggressive actions against Ukraine. This move aims to disrupt the operational and financial networks supporting the war. The action demonstrates Ukraine's resolve to combat aggression and hold those responsible for war crimes accountable, while also seeking to galvanize international support for synchronized sanctions against Russia.
