Dnipro Woman Arrested for Posing as Missing Soldier's Wife to Steal Compensation
Fraud Suspect Detained in Dnipro
According to Главком: A 43-year-old resident of Dnipro has been formally charged with fraud. The woman posed as the common-law wife of a soldier who went missing in the autumn of 2024 and misappropriated the 9,800 euros in compensation he had been awarded by the European Court of Human Rights (ECHR). This type of fraud exploits the vulnerabilities within the system for supporting military personnel and their families during wartime.
The suspect approached Ukraine's Ministry of Justice with a forged power of attorney, falsely claiming to be the missing serviceman's partner. Through this deception, she fraudulently obtained over 438,000 hryvnias, which were transferred to her personal bank card. Her actions have been classified as large-scale fraud under Part 4 of Article 190 of Ukraine's Criminal Code, an offense punishable by up to eight years in prison.
Pattern of Fraud Targeting Military Payments
The woman's bank account has now been frozen. In a related development, a criminal group was recently uncovered in the Lviv region for similarly embezzling funds intended for military personnel. The organizer of that group was an employee of the financial and economic unit of a special-purpose law enforcement agency. These incidents highlight systemic issues with fraud in the system of military benefits in Ukraine.
This case underscores a growing problem of fraud related to payments for military personnel, particularly within the context of the ongoing war. Abusing financial compensation schemes not only harms the state budget but also erodes trust in the system of social support for servicemen and women. Detecting and prosecuting such crimes is a critical step in combating financial offenses across the country.
