Every Ukrainian driver must carry three essential documents: a driver's license, a vehicle registration certificate, and a mandatory civil liability insurance policy (OSCTPL). The absence of any of these threatens a fine, even if the documents are left at home.
“The law clearly defines the extent of liability: if insurance exists but the paper version is missing, and the data is entered into the MTSBU database - the fine will be 425 UAH; if the policy is not arranged at all - the penalty increases to 850 UAH.”
Experts remind that having OSCTPL is a guarantee of financial security for the driver. In the event of an accident, the insurance company bears the costs of compensation for damages. Without a policy, all compensations fall on the guilty party, and the sums can be significant.
Alternative to Paper Documents: the 'Diia' App
More and more drivers are using digital documents in the 'Diia' app. Most often, they show a driver's license or vehicle registration document there if paper versions are not at hand. The OSCTPL policy in 'Diia' is currently not always displayed, so specialists recommend additionally verifying its validity in the MTSBU database or having an electronic copy in the insurance company's app.
New and Imported Cars are Also Monitored
The myth about the non-necessity of insurance for new or newly imported cars to Ukraine has long been debunked. For such cases, there are short-term policies for 10-15 days that are valid until the standard annual OSCTPL contract is arranged. Specialists advise not to delay the arrangement of insurance and always have access to electronic copies of documents. This will allow avoiding fines and maintaining peace of mind during police checks.
