According to ХВИЛЯ: Ukraine's agricultural sector contracted significantly in 2025, with total output falling by 6.8%. According to the State Statistics Service, the index of agricultural production stood at 93.2% compared to the previous year. The crop production sector was hit hardest, shrinking by 7.5%, while the livestock sector also declined, registering a 4.1% drop. This decline occurs as the sector continues to face immense challenges from the ongoing war.

Regional Disparities and Government Support Measures

Regional performance varied dramatically across the country. Chernihiv Oblast led in growth, posting a 4.1% increase, while Sumy Oblast also showed a positive result with 0.5% growth. In stark contrast, frontline regions suffered the most severe losses:

  • Donetsk Oblast (-44.7%)
  • Kherson Oblast (-33.7%)
  • Zaporizhzhia Oblast (-21.6%)

experienced the greatest decline.

To support farmers in 2026, the State Budget has allocated 60 million UAH for an agricultural insurance support mechanism. This program will compensate up to 60% of insurance costs for producers in frontline communities and up to 45% for all other farmers. These measures could prove vital for stabilizing and reviving the nation's agricultural production.

The contraction in Ukraine's agricultural output reflects the profound difficulties farmers face, particularly under conditions of war and economic instability.
